There are two kinds of retailer in Lottery business. One is the branch office for payout and sales. The other is for only sales. The branch office is responsible for distribution and management of wholesalers in each region. Normal retailer’s sale tickets and other product like convenience store. There are two top sales retailers of Massachusetts and Georgia in USA at Fig13.

The Lottery is the product by only government. If other organization provide similar product, people says that it is gamble. The Lottery sales need to be under control of government. However, the lottery is sold on the street caused by lack of distribution system. In these cases, organization cannot provide high quality lottery. There are retailer and street sales in Istanbul, Turkey.

The Lottery is not necessaries but consumer goods. If we want increase the sales volume of Lottery, we need to appeal the attraction of Lottery and drive the desires of purchasing. There are merchandising equipments of La Francaise des Jeux in France. The sales volume of Lottery was increased after setting the equipments.

Devices used in ticket sales are an instant ticket terminal, a lotto terminal, a Keno terminal, and a vending machine as in [Fig. various types of ticket terminals]. There is a terminal for selling instant tickets and lotto tickets by integrating an instant ticket terminal and a lotto terminal, and all terminals must guarantee isolation of network lines and security of exchanged data. The 3rd device is a Keno terminal. Since Keno has a short draw cycle and is addictive, Keno must be sold to adults only. However, since a machine cannot identify an age of each customer, illegal sales to minors can be prevented by installing Keno terminals in bars or restaurants in which only adults can enter.
