Increase the reliability and stability of printed (produced) lottery tickets by identifying and clearly classifying nonconforming lottery tickets, and check if the printed (produced) lottery tickets meet the target of lottery printing business.
- Validity of Quality Control (Instant Only)
-
Check List
Check if staffs are properly executing control and packing process
Purpose
To check that appropriate quality assurance standard (stability, credibility, security, maintenance, durability etc) is applied to ensure the produced lotteries have the highest quality through the QC performed before and after the process, preventing problems in the lotteries and that such procedure is being implemented

Detailed study list and method
- Flex Processing – Verify the checking history (activity)
◦ Scratch: Check if there is a scratch to the OP and if the game data cannot be seen as the result
◦ Check if the examination is being carried out on color, focus, dirt, and contamination
◦ Check the post-process nonconformity (inkjet print condition, serial number position, if there is error with numbers, focus of OP, etc.)
◦ The symbol of the lottery game must be printed perfectly clearly distinguishable, and consistent with the provisions in the production order. The ink must not smear, the symbol shape must not distort and fade
- Zigzag (Fanfolding) processing
◦ The beginning and the end of ticket number (000~199)
◦ Perforated line: The cutting status of products when it is separated from zigzag into packs. The perforated line must be created deep enough to prevent damage to the ticket when separated by hand. In addition, it must be created so that it is not easily separated during handling
◦ Cutting: Check if cutting was done to the specification based on unit. All packs must be cut consistently and packed in a uniform manner
- The examination history of the primary test (test each book)
◦ Check if the perforated line is positioned accurately
◦ Check if perforated in the serial number order
◦ The break in inkjet print, smear (smudge), position shift, omission
◦ Graphic print condition (color, focus, contamination, etc.)
◦ The focus and fault in the scratch off or OP
◦ Check if scratch off and scratch is easy
◦ Check if the dryness of the scratch off or OP is satisfactory
- The history (activity) of the secondary test (detailed test)
◦ Same as the primary test items
- Duplication by scanning the beginning and end number per book, by using the barcode reader
- The condition of cutting and shrunk packing
◦ Product damage (scratch or OP section) during the cutting process
◦ The packing condition (crease, tear, dent)
◦ The package must be closely stuck to the ticket and fully wrapped
◦ The package wrapping must be transparent to enable the printed serial numbers to be read
◦ No materials other than the ticket should appear when package is opened at retailers
◦ Every pack must contain fixed quantity of lotteries, and must not contain invalid lotteries - sample, ticket to testing purposes
- The third test (number lined in order)/check number)
◦ Check if the tightness (closeness) of the constrict-wrapped pack is satisfactory
◦ Check if the pack numbers are set 000~199
◦ Lotteries in the pack must exist in the serial number order
◦ Check if the order is arranged by ticket number and pack number according to the box units
◦ Arranged pack numbers again and ensure the packs are handed over in boxes
- Nonconforming product management
1) In the case of re-production
◦ Cut out one nonconforming product (pack) barcode and attach it to the re-production check list, followed by making a request to the inkjet manager
◦ Scan the barcode for the checklist requested for reproduction from the personnel in charge of nonconforming product using the barcode reader and register. Then ticket data is to be generated and reproduced, and the checklist is kept
◦ nonconforming product must be destroyed using the cutting machine (cutter) into 3 parts upon completion of reproduction
◦ As for the returned goods, box number and pack number must be recorded before destruction into 3 parts
◦ Where there is identical pack, all must be cut into 3 parts and destroyed
◦ The collected destroyed nonconforming product must be handed over to the waste operator for treatment once the identical product has been dispatched
◦ However, in the absence of a barcode reader, check for the nonconforming product treatment procedures and for its observance
2) In the case of reconcile
◦ Acceptance test table for nonconforming products (by pack) by inspector must be drawn up
◦ Scan the nonconforming products (by pack) with a barcode reader for comparison with the acceptance table
◦ Follow the Destroying procedures of nonconforming product
- If reconcile, check disposed ticket
◦ After reconcile, scan the disposed lotteries with a barcode reader and check against the disposed ticket list
◦ Puncture (punch, perforate) disposed ticket and store in secure vault
◦ When storing, distinguish on the basis of each reconcile and safeguard along with the disposed ticket list
◦ After all lotteries are printed, carry out a final check on disposed ticket list against disposed ticket
- Check box packing
◦ Scan the pack number arranged in box packing unit with a barcode reader to check possible duplication or omission before placement into box
◦ Generate a box label and stick it to the top left of the front face and tape
◦ Completed boxes are piled on a pallet with low box number on the left, and the box number increases as the boxes are stacked higher
- Each pallet piles 100 boxes (500,000 lotteries), and when complete, must be stored in secured vault until released (dispatched)
