In a test printing stage, game data of total tickets to be printed besides graphic printing is created and verified of whether to match a prize structure requested in a production order. The verification of game data is achieved by additionally creating data for verification, and actual game data is encrypted to prevent an access from the inside or the outside in advance.

The creation of game data is divided into two steps, wherein the first step is comprised of award grades of tickets and verification numbers for confirming the award grades. Since each verification number is printed below scratch, the verification number cannot be seen through the scratch before selling and has the unique identification number in the total amount issued by using a Hash function.

The second step of the creation of game data is creation of concrete ticket data by using each verification number as a key. This data includes a serial number that is an identification system used in selling and symbols, captions, and numbers that correspond to the contents of a game and further includes a prize confirmation number that can be identified in any retailer.

In the creation of game data, security of the data and accuracy of a prize structure must be confirmed. According to the data security, the game data must be stored based on the use of an encryption mechanism to prevent an access of unauthorized people in the creation of game data and prevent an unauthorized access without a formal process after the creation.

If sample printing is finished, a test report in which printing quality is confirmed and a game specification in which game data design and a prize structure are verified are edited and submitted to an ordering organization to receive an approval of mass production.
