In order to operate a lottery business, outsourcing must be used for major works, such as ticket printing, ticket delivery, draw broadcasting, and prize payout. The riskiest one of those works is ticket printing. Most ticket issuance agencies over the world do not have printing facilities, and in terms of job separation, since ticket security cannot be guaranteed when a ticket selling agency prints tickets, a ticket issuance company selects a printing company to print printed tickets. When a printing company is selected through a bid, a ticket issuance agency needs to check legal conditions, the amount issued, and restrictions of printing facilities and make a countermeasure against risks in advance by diagnosing risks that may occur in printing. It is the best way that conditions for selecting a proper company follow both of RFP[1] and RFP process[2] of WLA. However, if a lottery business environment of a country is weak in terms of ROI and legal compliance, it is needed to select a proper company by strengthening on weak points and security.
