    Distribution plan

    A ticket distribution type includes a distribution method in which realtime sales tracking is impossible and a distribution method in which realtime distribution management is possible by using sales terminals.

    [Fig4. Ticket distribution/sales with wholesaler strategy] is an example of a distribution structure of Loto QUÉBEC in which retailers with terminal and retailers without terminal are managed together.

    A lottery organization manages ticket distribution and sales by putting regional offices in respective regions (¨ç). Wholesalers under the regional offices manage distribution to retailers, sales, and prize payout (¨è). Besides, if tickets are sold through networks, such as Internet and vending machines (¨ê), the lottery organization directly controls and manages whole business. The wholesalers directly manage 1200 respective retailers without terminal (¨é).

Ticket distribution/sales with terminal strategy] shows a distribution system in which a terminal is installed in every retailer, wherein ticket tracking and win/failure confirming are realtime supported. If a terminal cannot be installed in every retailer, it is difficult to prevent ticket accidents and urgently respond to the accidents in case where a distribution path of printed tickets cannot be tracked. Nevertheless, more than half of 80 or more countries operating a lottery business as a national business are selling instant tickets without a distribution management system including terminals.

     

    Since WLA security control standard[1] is provided based on a ticket validation process[2] and real-time management using terminals, it is difficult for countries such as Korea defining lottery tickets as securities to obey the process provided by WLASCS without installing terminals.
