Printing papers is largely divided into aluminum foil paper and recycle paper. Usually, only oil ink is used for printing on aluminum foil paper. Herein, since the width of printed tickets using oil ink is commonly 2 inches, the width of lottery game data must be designed within 2 inches, too. Since water ink is used for printing in case where recycle paper is used like a plurality of printed tickets of advanced countries, game data having the width of more than 4 inches can be printed. However, since initial investment for printing facilities is too much, it is difficult to introduce advanced-type water ink printing facilities under revenue below 1 trillion won and a short-term ticket printing contract condition. When establishment of a lottery ticket printing factory was surveyed through Korea Minting and Security Printing Corporation[1] on the past days, a minimum amount invested in the first stage was more than 10 billion won.
